RE: Request for Proposals – Lehighton Park Cameras

To whom it may concern,

Through this Request for Proposal (RFP), The Lehighton Borough (hereinafter the “Borough”) seeks to consider a Proposal for the installation of a video surveillance system in the Borough Upper and Colonel Jacob Weiss (Lower) Parks between North and South Streets, directly in front of and behind the Borough Administration Building.

The Borough is seeking a qualified individual or firm for services including, but not limited to, the installation of a surveillance system for the 24-hour monitoring of the 1.25-acre Upper Park and 1.15-acre Lower Park, the installation of wireless transmittance hardware to convey footage to the Lehighton Police Department, and the installation of a storage system to hold footage for future use. Video quality shall be 1440p/4k minimum to allow the Borough Police Department to effectively monitor the Parks.

Surveillance and transmittance equipment shall be mounted to Borough-owned structures, street lamps, and utility poles as necessary to achieve the desired monitoring capabilities. No underground utility work shall be performed as part of this project. Power for camera and transmittance equipment shall be pulled from existing Borough-owned power sources.

The selected proposer shall work with Borough IT staff to execute a seamless integration to, or a tandem system alongside, the existing surveillance equipment viewable at the Borough Police Department. The Borough will supply ladders and and/or other lift equipment as necessary for hardware installation. Lehighton Borough employees will aid in hardware installation as needed, and bids shall consider this to be competitive.

All qualified applicants shall include in their proposal:

•  A detailed cost proposal outlining hardware, software, and labor expenses

•  Contact information for the individual responsible for preparing the proposal

•   A list of current and past municipal/commercial clients and all other experience relevant to the qualification of the proposal for consideration

•  Proof of adequate insurance/bonding

All qualifying proposal submissions will be reviewed by Borough Council and the Borough Manager. Please see a schedule of key dates for proposal submission below:

Proposer Selection:                                           April 1, 2024

Borough Council plans to select the Proposal for the Lehighton Park Camera Project at the regularly scheduled Council meeting on April 1, 2024 at 6:30 pm. The Borough reserves the right to request clarifying information on proposals and interview qualifying proposers. All proposals shall remain valid until a proposal is selected. The Borough reserves the right to waive any defects or informalities of any proposal. The Borough also reserves the right to reject any and all proposals.
